The ‘Build Up 2030’ project, co-funded by the European Commission’s Life Clean Energy Transition programme, is the fourth BUILD UP Skills initiative in Spain.
THE BUILD UP SKILLS INITIATIVE IN SPAIN
The European Commission launched the BUILD UP Skills initiative in 2011, with the aim of increasing the number of trained and qualified construction professionals across Europe to carry out the renovation of the building stock, deliver high energy performance and the construction of new near-zero energy buildings.
So far, the BUILD UP Skills initiative has received European funding of 49 million euros, spread over three programmes: Intelligent Energy Europe (2011-2014), Horizon 2020 (2015-2021) and LIFE (from 2021).
The four BUILD UP Skills projects that have been implemented since their inception at national level since 2011 have involved a consortium formed by the Construction Labour Foundation, the Institute of Construction Sciences (CSIC) and the National Institute of Qualifications (INCUAL) of the Ministry of Education and Vocational Training. Depending on the objectives of the project, these entities have been joined by other Spanish organisations with extensive experience in the field of sectoral training.

The first BUILD UP Skills projects were national consortia (30 European countries participated) that brought together energy, training and construction professionals to set up National Qualification Platforms, which mapped the characteristics of the sector’s workforce and available training, identifying future training needs of the sector towards 2020. Each country collected this information in a report called Status Quo report, and the platform members formulated measures to overcome barriers at national level in so-called Roadmaps based on it.
In Spain, BUILD UP Skills was led by the Fundación Laboral de la Construcción, together with the Subdirección General de Innovación y Calidad de la Edificación del Ministerio de Fomento, Instituto Nacional de las Cualificaciones del Ministerio de Educación and Instituto Tecnológico de la Construcción.

‘Build Up Skills Spain. Build 2020’ (2013-2016), part of the Intelligent Energy Europe programme.
In this phase, 22 European projects were developed, also at national level, through which the actions included in the Roadmaps of the previous initiative were implemented.

At this stage, 25 European projects were approved, with the aim of boosting the demand for qualified professionals through the recognition of competences and qualifications. During this initiative, dissemination and awareness-raising actions on the importance of sustainable values in the construction industry were intensified, launching various awareness-raising campaigns.
In Spain it led Construye 2020+, with a Consortium formed by the Fundación Laboral de la Construcción, Instituto Nacional de las Cualificaciones, Instituto de Ciencias de la Construcción Eduardo Torroja (IETCC-CSIC), Fundación Estatal para la formación en el Empleo (now FUNDAE), Fundación CIRCE and the Instituto de Robótica y Tecnologías de la Información y las Comunicaciones.

After more than a decade of BUILD UP Skills initiative, in 2022, 18 projects were approved in which the national results developed in the first phase will be updated: Status Quo, National Qualification Platform and Roadmap, with the aim of supporting the building sector to achieve the 2030 targets. In Spain, the Consortium continues with the four traditional partners: Fundación Laboral de la Construcción, Instituto Nacional de las Cualificaciones, Instituto de Ciencias de la Construcción Eduardo Torroja (IETCC-CSIC), Fundación Estatal para la formación en el Empleo (currently FUNDAE), adding Green Building Council España and the social partners of the sector (Confederación Nacional de la Construcción, CCOO del Hábitat and UGT-FICA).
