Release of Publishable Report of ‘Construye 2030’ project

The partnership of the BUILD UP Skills ‘Construye 2030‘ project, coordinated by Fundación Laboral de la Construcción and co-financed by the LIFE programme of the European Union, has published the Publishable report of the project after more than 20 months of work. This initiative, which has been developed between November 2022 and July 2024, represents a milestone for the improvement of professional qualifications in the construction sector, which is in full transition towards a more sustainable and energy efficient model.

Towards the transformation of the construction industry

The construction sector plays a crucial role in the national economy. However, despite being an engine of growth, it faces a growing labour shortage that makes it difficult to adapt to new market demands. Added to this is the need to invest in the refurbishment and maintenance of an obsolete and ageing building stock, which requires investment in refurbishment and maintenance, as well as skilled professionals who can carry out such renovation work. This need has highlighted one of the sector’s main challenges in the short term: the demand for skilled labour to meet the climate and energy targets for 2030 proposed by the European Union.

Publishable Report

The Publishable Report of the ‘Construye 2030’ project offers the main milestones achieved in more than a year and a half of collaborative work between the project partners and around 480 professionals, guaranteeing the points of view of actors from the political, educational, economic, cultural and environmental spheres in Spain. Thus, a cooperation network has been created, the Red Construye, focused on a more sustainable development of the construction sector through informative sessions, dissemination of experiences, working groups and collaboration in participation processes promoted by the public administration, such as the evaluation of the long-term strategy for energy rehabilitation in the building sector in Spain. ERESEE 2020, by the Ministry of Housing and Urban Agenda, as a transition towards the future National Plan for Building Renovation (PNRE).

With a clear focus on energy renovations and nearly zero energy buildings (n-ZEB), the Publishable report reveals the skills needed in Spainto meet the challenges of the energy transition, as well as the professionals who will be key players in this change. The document also includes an Action Plan to accompany the sector in national strategies and to anticipate training needs and talent attraction, as well as lessons learned during the project and links to the main sectoral report and audio-visual materials developed, which offer a closer view of the project’s impact.

Among the most significant results are the following:

  • Status Quo. Study on the Current Overview of the Construction Sector in Spain: It includes an analysis of the sector from 2012 to 2023, with an emphasis on the competence gaps in relation to the energy transition.
  • Training Roadmap 2030: Defines an action plan for 2024-2030, which includes 35 measures together with progress and monitoring indicators to orientate training in the sector towards the energy rehabilitation of the building stock and the decarbonisation of the sector by 2030.
